This tutorial was made using PS7. It uses selective color so it’s not transferable to PSP. Sorry.
1. Once you’ve cropped and reduce the size of your icon to 100x100pixels, take your base, duplicate it and set to screen 100%.

2. Flatten.
3. Go to Image - Adjustments - Variations - More Yellow once and More Red once.
- 
4. Now, create a new selective color layer(Image – Adjustments – Selective color).
Red
Cyan: -100
Magenta: 0
Yellow: +100
Black: 0
Yellow
Cyan: -100
Magenta: 0
Yellow: +100
Black: 0
Neutral
Cyan: +100
Magenta: 0
Yellow: -35
Black: 0
- 
5. Create another new selective color layer.
Neutral
Cyan: +40
Magenta: 0
Yellow: -25
Black: 0
- 
6. Flatten.
7. Go to Image - Adjustments - Brightness/Contrast
Brightness: 0
Contrast: +10
- 
8. Go to Image - Adjustments – Hue/Saturation
Hue: 0
Saturation: +10

I just tried the tutorial, and i was wondering if on the first selective colour -> neutral, is the yellow meant to be a - instead of a +? When i did it as a +, the icon came out green, but when i did it as a - it came out with the blue like in your icon.
Either way it still comes out looking gorgeous.

This is what I got:
Selective color is one of those things that takes a lot of fooling around. If you keep adjusting it, you're results will be even better.
